How to submit a Full Project Proposal

Consortia with an approved Project Outline (PO) are invited to submit a Full Project Proposal (FPP). The FPP must detail the project content and describe the project plan and how the project will be executed and managed. Special attention should be paid to the recommendations and improvements made in the PO evaluation report. For the full list of criteria, please visit the selection criteria web page.

While preparing the FPP, you must keep in touch with the public authorities in all participating countries in order to ensure that your proposal fits within each country's priorities and funding rules. For contact details, go to the funding page.

Submitting an FPP

Submitting an FPP consists of three parts:

  1. Provision of administrative information via the ITEA Community website;
  2. Provision of a(n updated) textual description of the content of your proposal in an "FPP Annex" template which also needs to be uploaded to the Community website; and
  3. Provision of a Declaration of Acceptance (DoA) of the ITEA Framework Agreement to the ITEA Office.

FPP evaluation

FPPs are evaluated by the ITEA Steering Group and ITEA Public Authorities in line with the selection criteria. Based on these evaluation results and the feedback from the public authorities, the ITEA Board Support Group will give a recommendation for labelling to the ITEA Board. The Board will then decide on the labelling of the proposals.

After labelling

After labelling, a Project Consortium Agreement (PCA) must be signed by all partners. This details the co-operation between the project partners (contractors and subcontractors, where applicable). For some Public Authorities, the PCA - signed by all partners - is a prerequisite for funding. See the Call documents page for a Model PCA.

Partners must apply for funding to their national public authorities. The ITEA label is endorsed by all EUREKA Member Countries and financial support can be provided according to national funding procedures; for more information go to the funding page.
