PORTS OF MADEIRA” (MADEIRA PORT AUTHORITY)

Mission: To manage the port infrastructures, in order to ensure the access and circulation of people and goods by sea, with quality, economic and operational efficiency, contributing to the sustainable development of the Autonomous Region of Madeira.

  • The various instruments, strategies and programs made available should be used by APRAM, S.A., and other partners to improve and optimize the service levels and the competitive capacity of the Madeira Autonomous Region (RAM), especially with regard to:

    • Contribution of the company to the economic development of the RAM;
    • Positioning as a port authority and acting in a business logic;
    • Involvement and creation of synergies with business partners, mainly with the port community;
    • Port security.

    The commercial capacity and function of the Ports of Madeira in relation to cruise tourism should be consolidated with a view to ensuring an annual passenger / stopover flow of not less than 500,000 passengers / 300 stopovers, while maintaining a growth ambition up to numbers already achieved in 2012, as well as capturing more stops for the island of Porto Santo, in which case there will always be a need to reconcile with the docking of the Lobo Marinho ship.

    The new infrastructures created and enablers of cruise tourism, namely the Madeira Cruise Terminal, should be maximized and profitable, thus articulating with the aforementioned objective.

    The port exploration model should be readjusted, maintaining the system of free access and improving the efficiency of the port operation, in accordance with the new labor legal framework for port work, meanwhile approved for the mainland ports.

    Follow-up will be given to the development of programs for environmental monitoring and maritime safety in the ports of the Autonomous Region of Madeira.

    It is intended to boost the promotion of recreational boating and maritime tourism activities.

    This intervention is materialized by:

    • Proposals for annual and multiannual plans, in particular for maritime and terrestrial works and for equipment at ports and terminals;
    • Collaboration in the elaboration of the medium and long-term economic and social development plans of the RAM;
    • Legislative proposals, including the adaptation to the RAM of national legislation relevant to the port maritime sector, namely the revision of the areas of pilotage and mandatory piloting, certification of pilotage professionals and the conditions for exemption from pilotage in the ports of the ADR;
    • Awareness-raising for the implementation of competitive commercial policies for the sector, in the segment of cruisetourism and logistics/cargo;
    • Proposals for the establishment of transnational partnerships, involving the regional government where the complementarity of the business is feasible;
    • Tariff proposals, within a cost/ benefit point of view, although the public service component has to be preserved, without questioning the viability of the company;
    • Intervention, directly or indirectly, in proposals of national legislation related to the port activity or to the development of the RAM.
